MOBILIZING FOR FAIR REGULATION & COMPETITION WITH TRANSPORTATION NETWORK COMPANIES (TNCS)

Mobilizing for Fair Regulation & Competition, prepared by the University Transportation Research Center at the City College of New York (UTRC) in Jan. 2026, highlights the biggest impact on chauffeured transportation. The report reveals the significant regulatory imbalance between TNCs and other types of transportation, specifically the patchwork of strict and often outdated local regulations, higher permit fees, and—critically—limited airport access for chauffeured compared to the more relaxed and flexible regulatory climate of the TNCs. As Uber and Lyft only grow in popularity—and are more aggressively pursuing entry into this space—the need for a more level playing field becomes urgent.

FINANCIAL SUSTAINABILITY OF THE TAXI INDUSTRY DEPENDS ON THE GRAVES AMENDMENT

Graves Amendment—a federal provision passed in 2005 that shields taxi owners and leasing companies from vicarious liability in accidents where they are not at fault. Over its two-decade history, Graves has faced legal challenges and hurdles. While focused specifically on the taxi sector, the report underscores that preserving these protections is vital for the financial stability and insurability of all fleet-based transportation providers.

ABOUT THE TTA FOUNDATION

The International Taxicab and Livery Foundation (ITLF) was chartered in 1987 as a nonprofit charitable organization for the purpose of furthering the progress of the ground transportation industry. In October 2000, ITLF changed its name to the Taxicab, Limousine & Paratransit Foundation in conjunction with the International Taxicab and Livery Association's decision to become the Taxicab, Limousine & Paratransit Association.

In 2025, the Foundation changed its name to The Transportation Alliance Foundation. Foundation ( TTAF ) provides support for research, education, and charitable endeavors for the for-hire transportation industry ( taxicab, limo, paratransit, NEMT, black car, livery, etc.). Established in 1987 as an IRS approved 501 ( c ) ( 3 ) non-profit charitable, research, and education Foundation.

Thanks to a generous bequest from the estate of former TLPA member Herman Tate and ongoing membership contributions, TLPF has been able to do the following:

​

  • Sponsor and conduct research about the effect of government regulation in our industry

  • Produce a professional video about the effect of government regulation in our industry

  • Publish studies to improve public understanding and perception of our industry

  • Conduct educational programs through the Transportation Management Institute

  • Offer scholarships to encourage individuals to pursue a career in transportation management

 

TLPA members may make a tax-deductible charitable contribution in a number of different ways. Each contribution of $10,000 or more will have a separate fund established in the contributor's name within the Foundation. Any educational grant or program generated from that fund will bear the contributor's name.

Award

2025 Sigmund Zilber Charitable Award

The 2025 Sigmund Zilber Charitable Award was given to Michael Spain at Mobilize 2025. Michael is a dedicated driver for zTrip and was the victim of a horrific hit and run accident that left him severely injured and unable to work. The Transportation Alliance Foundation donated $7000 to Micheal to help with the hardships he and his family are experiencing.
